I believe it's because the end of Vietnam War.

The united states unbelievable amount of resources and debt to accommodate Unted States' troop attack to vietnam, only to be paid with defeat due to The Viet's brilliant tactics in leveraging their region.

After the war, the debts that is used for war started to overdue, which led to long-decade economic crisis.
