    In the context of regulations for federal contractors, Executive order 11478 requires that federal government and all of its employment decisions and policies are based on merit and fitness. Religion, race, color, origin etc should not be considered as a base for this. Executive orders are issued by the Presidents of the United State. Executive order 11478 was signed in August 8, 1969 by the president Richard M. Nixon.
