Explain why the scenario below fails to address the protection that patent laws offer inventors.

Situation: Raymond is an inventor and he has copied a product that he knows is patented.

Raymond: "This product is going to sell very well, and I am not concerned about getting caught. The worst that will happen is that I will pay a fine."

    Based on this idea, for this scenario, I feel like using the product of someone which is patented is crime but the punishment given for copying the product of someone is negligible. So anyone can try to copy, just pay fine if they are caught. So this neither satisfies rule number 1 mentioned above, nor satisfies rule number 2.
