Cost plans are required to be open to enrollment at least 30 days per year, and many are open for enrollment all year. So open enrollment will be dependent on the plan he chooses.

    Explanation:

In order to choose the plan, I would also advise Mr. Jenkins to evaulate their health concerns and income level.

Generally, medicare plan is divided into:

    - Part A - Covers basic hospital fees and nurse care

    - Part B - Covers doctors services and outpatient cares

    - Part C - Covers additional specialist to work on your health

    - Part D - Covers prescription Drugs.

If Mr. Jenkins is still in the workforce, I would mentioned that Part A is still free as long as he pay his taxes. If he has high income levels, I would advise him to take above part A and Part B. But if not, I believe Part A and part B is more than enough to cover for his needs (unless he has a specific serious illness)
