Stealing anything that you don't own is wrong. Frank could possibly have been fined for stealing. In addition, Frank could've gotten food from another source or he could just ask for food instead of taking it without permission.

Morals, everyone is equal and is entitled to make a living. frank needs to use resources available to him. by stealing from the deli owner if everyone did that it would put the deli owner in jeopardy of being in the same place as frank.
