The tactic of using glass marbles to push up the solid ingredients to the top in it's advertisements would be monitored by the Federal Trade Commission. It is the duty of the FTC to prevent deceptive or misleading advertising. The tactic used by Campbell's would fall under deceptive advertising as it misrepresents the amount of solid ingredients.
