Which atom (Ba or I) would accept electrons from the other atom to satisfy the octet rule?

    If Ba and I are to bond ionically, the nonmetal will gain electrons, giving it a negative charge, and the metal will lose electrons, giving it a positive charge. So Ba is a metal and I is a nonmetal. Iodine would accept electrons from the other atom.
