    Well I'm not sure about the first one, however the 2nd one is false, an atom can still react with other atoms if it has a neutral charge. and the third one is false, because only the electrons on the furthest out ring can react with other atoms, these electrons are called valence electrons, and the ones on more inside rings are full so they cannot be bonded with other atoms
