    They both represent an element, But Cl is neutral atom while Cl - is an ion. The ion has a more stable structure than the atom, having an inert gas structure The ion can join with + ive ions and form an ionic bond. The neutral atom can form a compound sharing a pair of electrons in a covalent bond, and thereby completing its outer shell.
