Yes. Hot water has to cool longer in order to freeze while cool water is already cool so it can start the freezing process sooner.

Hot water seems to freeze faster than cold water. It is known as the Mpemba effect. It was named after a Tanzanian student who noticed that hot ice cream mix freezes faster than a cold one.
