    Elements in group four of the periodic table have 4 energy levels in their configuration. Argon is the last element in the period. In this case i believe, the electrons in the outermost energy level are primarily responsible for the properties of an element. Additional electrons after argon begin to fill a sub level of the n=4 energy level.
