    NaOH

    Explanation:

    FeCl3 + 3NaOH = Fe (OH) 3 + 3NaCl

    1:3:1:3

2 Moles FeCl3 and 4 Moles of NaOH

Ok so the ratio is 1:3 so we need 3 moles of NaOH for every mole of FeCl3

So we have 2 moles of FeCl3 so we would need 6 moles of NaOH but we only have 4 so NaOH is the limiting reagent.
