Testable means that we can conduct a scientific experiment and observe if the results agree or disagree with the proposed hypothesis. Also a scientific hypothesis is falsifiable meaning that if the observation proves that the hypothesis is false then we adhere t that data, we cannot manipulate the data to prove that a hypothesis is always true.
