The oil always floats to the top because it is less dense than water. Oil and water don't mix because water molecules are more attracted to each other than to oil molecules

The oil is less dense than the water, causing it to float on top of the water. The molecular structure of the oil is different from the water making it impossible for the oil and water to mix.
