Depending on what the climate and the weather are like in a particular area, the soil will be either developed and healthy and fertile, or it won't if the conditions are too harsh. If the weather is nice, usually the soil will form which will be suitable for crops and agriculture, but if it's too hot or too cold, the soil won't be used for such things as it won't be fertile.
