    Oxygen and chlorine are going to form covalent bond, because both elements are nonmetals. Electronegativity of oxygen is 3,5 and electronegativity of chlorine is 3. Bond with electronegativity difference less than 1,6-1,9 is covalent, greater than 2 is ionic. Difference between O and Cl is 0,5, so that is covalent bond.
