    The basic rule of solubility is "like dissolves like". It simply means that polar compounds dissolve with each other, while nonpolar compounds dissolvewith each other. In this case, Cl₂ and CCl₄ are both nonpolar compounds. The dominant intermolecular force in this kind of substance are the dipole forces.
