Depends what you mean because Microsoft Corporation made to run person computers (PC) featuring the first graphical user interface (GUI) for IBM compatible PC. Windows itself would be the operating system it cannot run something inside it unless you have a virtual machine but that would be a software and not hardware. Question confuses me.
