Paris believes Juliet is dead. He was supposed to marry her and "loves" her. He goes to the Capulet tomb to pay respects and sees Romeo. Romeo is supposed to be banished to Mantua, so Paris assumes he is a criminal up to no good. He thinks Romeo might be a grave robber.
