Read the passage. It begins when people move into a rural area to escape the overcrowding of the city. As they build and develop a new community, more and more people move in until the area needs to be incorporated into a municipality. Development follows the population, and the population follows the development until most of the land has been used for commercial or residential buildings. Citizens, especially those who first moved to the area, then begin a movement to stop the development of the land which is still open and rural. The movement gains momentum until residents are ready to start a petition drive in order to place a referendum on the ballot.
