Parallel structure concerns the balance of ideas and grammatical functions

It's using "parallel structure" as if it had magic meaning outside of your text book. It doesn't. If they have defined it previously in their book, that definition would answer your question. If they haven't, then they should be ashamed of themselves, and it could be a reference to anything you like from gymnastics to pure math.
