    Kansas had the potential to become either a free state OR a slave state. It was going to be voted on by popular sovereignty. It wasn't originally intended as a measure to moved people into Kansas, but it did just that. Supporters of both sides began to move into Kansas and the population basically boomed, all of the sudden. The free - soilers were "antislavery." If more of them moved in to boost the vote, with popular sovereignty, to the majority of antislavery, then Kansas would become a free state!
