I think it’s pretty easy. We should depend on the last sentence, that makes sense ‘’Lightning rods are a necessity for radio towers and skyscrapers.’’ There we can see emphasising of the main function of the lightning rods so the right answer must be the first option - Lightning rods are essential. Of course forest rangers have a dangerous job but the last sentence makes us focus on it.
