    It's not a possessive. It's just a plural. Ordinary plurals don't have the apostrophe. I can't even think of a sentence that would make it possessive.

    Oh try this.

    A PSA's announcement is usually short.

    If it's like the above sentence, it would be PSA's.

    If it is something like PSAs are all over the united states, it would be PSAs.
