How the rule of law can ensure good governance

The policies or enforcement a of laws can ensure good governance as it can ensure citizens adhere to the ruling and acknowledge what is permitted and not permitted. To add, if a crime puts another person's life at risk this having sever consequences (eg. Imprisonment) it would deter the person from doing such a thing, thus ensuring the safety of others. In addition, having citizens listen to the government also benefits the democracy as they can then build on this "relationship"
