How does hysteria hinder a community?

Hysteria is a psychological term used to describe an overly expressed emotion or excitement of a certain group of people. Long ago, this was more known as disease related to women. Hysteria may hinder a community in a sense that it will create an emotional contagion to the whole community disallowing an individual to think at his own will.
