    The word stale in this case refers to something that has lost its flavor, much like bread that is not fresh. After having sat out for some time, bread will become soggy or stale, lost the fresh flavor and become undesirable.

    Stale can also be used to refer to old, once again foodstuff that is no longer fit to eat or rules from a century ago that simply don't apply to modern society.

    Finally, stale also takes on the meaning of irrelevant here since the lack of shine or relevance is attributed to the political ideas that are so dull and mediocre that they don't even apply anymore.
