In 'Richard Cory' the incongruity (irony) in this situation is communicated by the tone and the subject.
Situational Incongruity takes place when the result of a circumstance is startling or a shock.
Richard Cory seems to have everything.
The individuals of the town need to be much the same as him since his life seems, by all accounts, to be great.
