Mowgli Brothers does develop the given theme.

    Explanation:

"Mowgli's Brothers" by "Rudyard Kipling" is a short story which has a theme that every time rules of the society do not benefit the needs of the individual.

Mowgli was born among the men among whom his mother died (in the cages of the king's palace). He did not wish for the same. So, one needs to kill his own needs and wishes because of the laws of the society. Mowgli was also not part of the pack, so he was quite sad about it. Even though he was among them, he could not be a part of that society.
