    Explanation:

    President Ronald Reagent delivered a speech now famously known as "Tear Down this Wall" in 1987 regarding the Berlin Wall that separates the East and West side of Berlin. He gave this speech to urge the General Secretary of the Communist Party Mikhail Gorbachev in agreeing to tear the wall down.

    He uses the word "totalitarian" to show the oppressive power of the Communist regime in Germany. His intended audience of the speech were the democratic Germans, in his attempt to rally their support for their own freedom from the communist power.
