When discussing Papa Doc in lines 18-23, the author says "our destinies are linked." What does the statement mean?

Papa Doc as people call him, was Haiti's President. Before being a President, Papa doc was involved in physics profession. His original name was François Duvalier, that's the French word, over the time he became famous by the name Papa doc.

When the author says, 'Our destinies are linked' he means to say that Papa doc shouldn't leave Haiti, both their destinations are the same, then why one should leave and other shouldn't?! He didn't want that papa doc leave the place.
