look for resources and solutions close to you before going somewhere else for them. this was in response to New Imperialism in America as well as directly urging African Americans to train themselves in industry jobs to show that they deserved loyalty and rights from white Americans (while accepting/ignoring discrimination for the time being). This was opposed by W. E. B. Dubois, who thought that African Americans should fight for their rights.
