When writing a short story, the option which is not typically considered during the prewriting stage is B. specific words that will be spoken between the main character and others. During the prewriting stage, you are just setting the foundations of your story - you are determining the plot, the conflicts, what your characters will be like, their virtues and vices, etc., but you are definitely not writing the very words that your characters will utter. That comes afterwards, when you actually start writing for real, so after you've finished planning.
