It is a rule that we use italics in order to set off the titles that needs emphasis in the sentence. But there is a separate rule to follow on which words are allowed to be italicized. Italics are used on titles such as the names of famous court cases. The rest of the choices given should use quotation marks for emphasis according to the rules.
