The younger she dresses, the older she looks mean what

A young lady enjoys "sexier" clothing, and doing her make-up extremely well. When a young lady does this she gets criticized saying that "she is trying to act older then she is", "She tries to hard" etc ... This quote basically means that young ladies and no longer looking like young ladies and that they are trying to look older then what they are.
