I would choose option C. It is the most specific of the quotes in relation to the idea of circumnavigating the globe. Options A and B talk about the development of an idea, but not the actual idea to circle the globe. Option D talks about his need for an idea. C actually tells you the exact moment circling the globe was an idea.
