How Did Terrorism Start?

The word Terrorism was first used in France in the 18th century and it was used to denote the terror inflicted by the government onto its citizens. This terror was one of the reasons for the French Revolution. Modern terrorism, however, started to develop near the end of the 19th century and into the 20th century with many militant organizations developing such as the IRA, or similar.
