It is a counterclaim because it represents the other side of the argument. It states an opinion that is opposite to the one of the author's claim, which is against animals being kept in zoos. The author of the counterclaim provides evidence, the passing of the Animal Welfare Act of 1970, to support his/her opinion and to disprove the author's claim.
