He represents Tsar Nicholas II, who had to leave power when the Revolution ousted him.

The detail from the passage that best supports the idea that Mr. Jones is a reckless farmer is the fact that he "let fly a charge of Number 6 shot into the darkness," because it represents his authority over all the members of the farm. Far from measuring the consequencess, his first act after springing out of bed was to prove his power by shooting into the darkness.
