The excerpt here uses a language that has been used in excess and hyperbole so as to introduce the King Henry.

This is done so first of all as the play is about a king and needs to follow the decorum of the time in introducing a king on to the stage and also to set the stage for the grandeur of his work.

This is what is being achieved here by the work of the prologue which efficiently introduces us to the king in one of the first histories that Shakespeare ever wrote.
