    The main idea of this passage from the Declaration of Independence is that people must be allowed to overthrow a government that does not support their rights.

    Explanation:

    Basically the passage is says that when a government becomes destructive, in other words it is not supporting the rights of the people, that the people have the right to alter or abolish the government and create a new one. This allows the people to have control if the government were to ever get out of hand. It is the founders way of protecting the people if for whatever reason the government they were creating turned out to be something they didn't intend.
