Why did williams wait until the end of the poem to mention icarus

Because there are so few punctuation marks and no punctuation at the endof any of the lines until the end, thepoem flows along without much emotion ... The effect of this is that the poem cannily reflects the lack of emotion in the painting, in which no one actually notices Icarus splashing into the water.
