    " I believe that I interpret the will of the Congress and of the people when I assert that we will not only defend ourselves to the uttermost but will make it very certain that this form of treachery shall never again endanger us."

    By stating that the will of the people and the Congress is to defend themselves and make sure this never happens again, it implies that all America is in favor of going to war, so the Congress has no other option that to agree to his request.

    In this way, Roosevelt uses the bandwagon appeal technique, which consists in persuading the listener in agreeing with the speaker argumenting that everybody thinks the same way and so he has to too.
