    Dylan could be naively suggesting that these problems can be solved by unity of humankind. However, a nihilistic view would be that there is no answer to all these problems, for the 'wind' is intangible; the answer is out of reach. A philosophical approach is that the answer is right in our eyes, in the 'wind' or air that constantly surrounds us. The very solution to these issues of peace and war is reliant on the fact that such questions are asked, for if they are not, no answers will ever be found. Sometimes the answers for our questions are irrelevant; it is rather the asking of the question that is significant.
