    This sentence of "Letter from Birmingham Jail." Was used by Dr. Martin Luther King's to denote the hypocrisy, insincerity or constant change of mind of the people in that time, they support sometime his way of thinking, sometimes according to the situation or the people they decided if they were in favor or opposing, with this sentence he wanted to condemn the insincerity that he received as advice from his critics.

    I think he is expressing his need to be fully and totally understood as a human being. Maybe you have experienced this. It's about mutual understanding in my opinion.
