Solution: Anaphora is poetic technique of repeating words at the beginning of successive lines or clauses to create a sonic effect. The repeated use of word "what" is an example of anaphora, it becomes most prominent in fourth stanza of the poem. Anaphora is also found in second stanza of Blake's poem 'London'.
