    I think it should be number two. Dylan describes a world in which people have to move fast and he uses a metaphor with water coming and covering the land. A loser today could be the winner tomorrow as he says and also addresses congressmen. He mentions a battle, and there was Vietnam. The 1960s were dominated by it. Additionally, Civil Rights protests were held, an American president was killed and the man reached the moon. Dylan refers to time going fast, to mothers and fathers not understanding rebelious children. All the expressions he uses in the song are related to the crazy 1960s.
