Napoleon will rise as the only leader.

In the passage it says that Napoleon has a "reputation for getting his own way". This shows that he is able to push the animals around so he can do what he'd like. This indicates that he will rise as the only leader because he probably will not take orders from anyone else. Snowball's description shows that he may have the brains for leading, but does not have the strength or ability to be in charge of a full rebellion.
