I would argue that it is also colloquial AND and idiom. Colloquial means informal language. But slang is specific to particular groups like teenagers or musicians and they use it to keep the group identity (so here this would not be an example of slang FYI). Also, it would be an idiom because an idiom refers to a phrase or saying such as, "what's up with that?" that is particular to a language and is generally recognized by the native speakers of that language as meaning something other than it's literally meaning. The character here is not literally asking what is "up" or above them, she is saying that to mean something else that is generally recognized by English speakers as having a different meaning.
