    The answer is B, in other words.

    Think of it this way: if you were to introduce an idea, and then say "on the other hand" it's logical to assume that you are about to introduce a new idea that is not similar to your original.

    The same is true of keywords "unlike" and "however".

    But, if you're describing something "in other words", you're saying the same idea, just communicating it a different way.
